A number of people are reporting seeing the error:
Your account is temporarily unavailable.
The Store is unable to access your account information. You may continue to browse the Store. Please try again in a few minutes.
I'm having the same issue on my MacBook Pro, on my iPad, and my iPhone when I attempt to backup, restore, or download apps.

Looks like it's intentional. Apple has frozen iCloud accounts this evening:

I can see my stuff, but I can't download new stuff, making backups/restores, or buy new stuff.

Same here, can see everything, including my account details. But cannot download/purchase anything. For hours and hours.
